What is the Intelligence Community’s Compass Rose Supplemental Insurance Program?
Compass Rose Benefits Group is a non-profit corporation incorporated under the laws of the District of Columbia. Established in 1948, it was the Central Intelligence Agency's employee association responsible for administering insurance programs available exclusively to employees of the CIA.  As of  November 2005, Compass Rose’s health insurance plan became available to certain members of the Intelligence Community (IC).  Effective 24 July 2006, Compass Rose’s suite of supplemental insurance plans will become available to all civilian members of the IC. As of the FEHB 2006 Open Season, the health insurance plan, Association Benefit Plan, will be open to all civilian members of the IC.

Mutual of Omaha, a partnership that has existed since 1948, underwrites most of the insurance plans offered by Compass Rose Benefits Group.  These plans are focused on supporting the mission and unique needs of the Agency, and now the Intel Community, workforce.  In the Spring of 2007, Coventry Health Care took over the underwriting of the Association Benefit Plan.

What types of plans are being offered to the IC?
Compass Rose is pleased to offer you a variety of plans to choose from including:

  • The Association Benefit Plan (ABP), a Federal Employee Health Benefits (FEHB) fee-for-service health insurance plan.  Under fee-for-service plans you can choose your doctors.  If you select the ABP, you automatically receive CAREington Supplemental Benefits, including dental, vision, hearing and alternative medicine discounts, at no cost to you.

  • Term Life Insurance (UBLIC), which may be elected once medical underwriting is approved, is term life insurance that may be carried into retirement.  There is no disqualification or reduction in coverage for acts of terrorism, declared or undeclared war.
     
  • Accident Insurance provides coverage in the case of death and dismemberment caused by accident.  This low rate coverage requires no medical underwriting. There is no disqualification or reduction in coverage for acts of terrorism, declared or undeclared war.
     
  • Employee Long-Term Disability Insurance is a supplemental disability insurance that ensures you have a steady income if fully disabled as defined in the brochure.

  • Long Term Care insurance helps pay the expenses of covered long term care when you are no longer able to care for yourself and must rely on others to provide assistance to you.  This plan can typically be used to help pay for facility care or home or adult day care.  

Who is the underwriter for the insurance programs being offered by Compass Rose?
Coventry Health Care underwrites the Association Benefit Plan. The Term Life Insurance, Accident Insurance and the Employee Long Term Disability are underwritten by Mutual of Omaha.

  • Genworth Financial underwrites the Long Term Care Plan.

Who is able to participate in Compass Rose Benefit Group (CRBG) Plans?
Civilian employees from the following Agencies are eligible to participate in CRBG.

Employees must enroll in the Health Plan when actively employed

Please advise which family members, if any, I can elect to enroll in the Long-Term Care program offered by Genworth Financial. 
You, as the employee, can enroll in the Genworth Financial Long-Term Care program either individually or as a couple, if you have a spouse.

When can I sign up to enroll in one of the plans?
You can enroll in all supplemental plans (Term Life Insurance, Employee Long Term Disability, and Accident Insurance Plan) any time after you become eligible.  Enrollment in the Association Benefit Plan can be accomplished during the FEHB Open Season which runs each year from Mid-November to Mid- December.  Coverage will become effective as of the first pay period in the following year..

What is the effective date of coverage for each of the supplemental insurance plans?
The Association Benefit Plan coverage is effective the pay period after your enrollment form is received by CRBG. Accident Insurance, Employee Long Term Disability and Term Life Insurance coverage are effective the date your enrollment form is approved by CRBG. Long Term Care insurance applications require a personal interview with a Genworth Long-Term Care specialist. 

Is the Compass Rose website secure?
The CRBG website provides general information on the plans available but is not secure for personal information.  At present you must submit applications directly to CRBG either by fax or by mail.

How will I receive my enrollment confirmation?
Once your application is received, CRBG will contact you directly to confirm approval and/or effective dates.

Will I need a medical examination prior to being considered for coverage for any of the supplemental programs being offered?
You will be required to answer some medical questions to enroll in Term Life Insurance and Employee Long Term Disability; however, a medical examination is not required.

Accident Insurance does not require any medical underwriting or examinations.
Employee Long Term Care insurance applications require a personal interview with a Genworth Long-Term Care specialist. 

How do I update or change my enrollment information?
Changes in address or banking information should be done in writing.

Requests for changes in coverage (increased or decreased amounts of insurance or adding or removing dependents) may require the completion of a new application form.   Depending on the plan, underwriting review may be required for increases in coverage. 

Be aware that under the health insurance plan, there are strict time limits on when you can increase from single to family coverage after adding dependents.   Family to single coverage can be done anytime.

Will enrollment in the Compass Rose program prohibit or limit my participation or eligibility for similar products and/or programs currently offered by my parent organization? 
Enrollment in the CRBG supplemental programs will not prohibit or limit your participation or eligibility for similar products currently offered by your parent organization. All CRBG supplemental plans do not require coordination of benefits with any other plans.

Health insurance enrollment is limited to one FEHB plan. 

How long may I keep any of these insurance plans?
In accordance with FEHB regulations, the Association Benefit Plan, a fee-for-service plan, may be carried into retirement at the same cost as an active employee.

  • Long Term Disability terminates when you are no longer an employee or at age 60.

  • The Term Life Insurance can be carried into retirement.  Retirees under age 60 may continue their coverage at the same coverage level and premium rate as active employees. However, at age 60, retirees are eligible to receive a predetermined reduced amount of life insurance coverage at no cost.

  • The Accident Insurance Plan offers a conversion privilege if the insured’s employment or eligibility ends.

  • Long-Term care insurance can be continued into retirement.

If I'm detailed or transferred to another IC organization, will my coverage remain in effect?  Are the CRBG supplemental plans portable if I leave the IC community?
Yes, your coverages will remain in effect if detailed or transferred to another IC organization.  If you leave the IC community, only UBLIC term life insurance can be continued.  Continued coverage would be available up to age 69, and at a higher premium rate.

When can I elect to cancel my enrollment in any or all of the Supplemental Insurance Programs offered by Compass Rose?
You may cancel your enrollment in any supplemental insurance program at any time by submitting written notification to Compass Rose.

What are the costs for each plan being offered?
Brochures outlining the benefits and premium schedules are available for Association Benefit Plan, Term Life (UBLIC), Accident Insurance and Employee Long Term Disability are available on this website. 

How are premium deductions for this supplemental insurance program made?
Initial enrollment premiums for CRBG supplemental plans will be made by personal check for the first month until direct draws from individual bank accounts can be established through Bank of America (BOA). 

If I’m detailed or transferred to another IC organization, my pay org site will change. How will my premium deductions be initiated at the new organization of assignment?
As long as CRBG premiums are withdrawn from your bank account by Bank of America, moving between IC organizations will not result in a disruption of premiums collected.  If you change or close your bank account but stay employed within the Intelligence Community, you need to contact CRBG with new banking information.

Health Insurance premiums can be payroll deducted and the information transferred when moving between employing Agencies. 

If I go on Leave Without Pay (LWOP), what happens to my insurance coverage?
Coverage on UBLIC Term Life Insurance may continue for up to one year of LWOP, as long as premium payments continue to be made. Long Term Disability and Group Accident Plan will terminate once you go on LWOP, but may be resumed once back in an active pay status.

If I go on Leave Without Pay (LWOP), how will my insurance premiums be collected?
Bank of America will continue to withdrawal monthly premiums from your identified bank account.  If you plan to change or close your bank account, please make other arrangements with Compass Rose for premium payments.

Once a financial debit form is submitted, how long does it take for a premium deduction to be processed?
Automatic premium deductions will begin on the month following your initial enrollment approval.  Premiums for time covered up to the beginning of that draw will be prorated and a personal check will be requested. 

What should I do if my banking arrangements change?
If the bank account on which Bank of America is drawing premiums for CRBG supplemental coverage changes or is closed, contact CRBG before the account is closed to make other arrangements for continuation of premium withdrawal.  Debit forms to make bank account changes are available on the Compass Rose website.  Failure to make timely bank account changes could result in lapsed coverage.

Does Compass Rose “sell” its subscriber’s list to other commercial companies?
No, Compass Rose never sells or shares subscriber lists with outside entities.

How do I update or change my beneficiary information?
Beneficiary forms are available on the CRBG website or can be requested by calling CRBG on (703) 613-7215.

How can I contact Compass Rose directly to submit a query about my coverage(s)?
CRBG can be contacted on (703) 613-7215. 

Will I be able to access the Compass Rose database from my private residence?
Compass Rose maintains an interactive website on the Internet.  You can view it from your personal computer at www.compassrosebenefits.com.

Will my organization’s Employee Benefits Program Manager be able to answer questions about the supplemental programs being offered to the Intelligence Community’s civilian workforce.
Employee Benefits Program Managers from across the Intelligence Community will be briefed on the specifics of the CRBG plans and brochures will be available at the individual offices.  For other than routine questions, it is recommended that you call CRBG on (703) 613-7215 if you need additional information.
